Every month, NAN features one story in the archive - the Story of the Month. The selection process is democratic and every story has one chance to become featured.
Each month, I list all stories that were finished in the previous month.* Those stories go into a poll. All members of the site can vote for their favourite(you have to be logged in to be able to vote). Authors are allowed to vote for their own story. After one week (or at least after 7 to 10 days) the poll will be closed and the winning story will become Story of the Month for the rest of the month. To mark it as featured, a little icon is displayed in the story summary.
If only one story was finished during a month, it will automatically become Story of the Month.
If no story was finished, the featured story of the previous month will go for another round.
* I only look at the story information you provided. So make sure you actually set your story to complete once it is finished. Otherwise it will not compete.
